I would not recommend downgrading your processor if you plan on streaming, x264 encoding is processor intensive. You could use NVENC or QuickSync but they look like garbage at low bitrates.
NVENC is what I was thinking with a 1070.
I've never used OBS before, can it do HEVC?
NVENC is great, it just doesn't look very good until you get up to about 20-40mbps bitrate. It's a better fit for local recording (which is how I use it via shadowplay). I'm not familiar with HEVC, and I've never seen in as an option in OBS.
